The TIME Center is funded through the National Science Foundation (NSF) as an Advanced Technological Education (ATE) regional center. NSF looks to the ATE Centers and the community colleges for addressing issues relating to technical education.
National Science Foundation (NSF)
NSF is an independent federal agency created by Congress in 1950 "to promote the progress of science; to advance the national health, prosperity, and welfare; to secure the national defense…" The NSF provides funding for approximately 20 percent of all federally supported basic research conducted by America's colleges and universities.

Advanced Technological Education (ATE) Centers
The ATE program is designed to strengthen the skills of America’s technical workforce. Through ATE centers and projects, community colleges play leadership roles developing and working in partnerships with universities, secondary schools, business and industry, and government agencies to design and carry out model workforce development initiatives.
